Mechanical bond and chemical bond are 2 forms of insuring proper adhesion. Etching creates the mechanical bond in the same fashion as sanding. You would never skip the sanding phase when coating over fiberglass or natural stone therefore you should never skip the etching phase. Power Bond is the silane based coupling agent that provides the chemical bond by creating a crosslinking covalent bond and they should not substitute each other. They work together to maximize adhesion. The rule is that if you can sand then you should sand, if a surface does not accept sanding then you etch.
